1. 現時香港面對的大部份社會問題,如住宅區過份擠迫、 居所面積太狹窄、街道上人車太多、社區設施不敷應用,醫院、 學校、幼稚園不足,酒店旅館不足,各類型式樓宇、店鋪、商場、 寫字樓樓價及租金狂升,中小企及中下階層苦不堪言, 人人都滿肚嘮叨,找不到人發洩,便通通歸咎回歸以來, 政府及公務員不好好做好份工,令問題纏繞及不斷惡化。其實問題是 土地嚴重地短缺,只是港人不肯聚焦在這問題上。
2. 政府官員及公務員大都駡不還口,因為只要稍稍回應以作解釋, 便只有招來更多的指責;這對任何人士都是非常不公道。
3. 請看看附件中幾封十多年前的電郵(曾經看過的, 請不要覺得厭煩),因為:
➊ 正如過去幾百封電郵,一直指出,各種型式的短、中、長期規劃, 從上世紀七八十年代以來,承先啟後,就沒有停頓過或慢下來。
➋ 住屋問題的各種措施, 本港在面對如過山車般的環球經濟及樓價高低起伏,應該比較美、 歐、日等處理得宜得多。
➌ 從以下的舊電郵中,自由行帶來的不同問題,特區、 廣東省及北京中央政府其實早有盤算,無論CEPA及開放自由行, 都是按步實行的。
➍ 在03年前的幾年,所有所謂「惠港措施」( 其實甚多是互惠互利的),所需要的籌劃及談判, 並非簡簡單單便可以獲得成果,因為90年代以來,大陸進步神速, 此消彼長之下,大陸地方政府壯志雄心,不容忽視討價還價的難度, 好在親建制及跟大陸有往還的人士,從旁協調, 他們跟官員及公務員等耐性,理應獲得嘉許。但招來冷言冷語的聲討 ,認為媚共、將香港被規劃,滿足部份官商勾結, 甚或替大陸官員作腐敗勾當。
4. 其實政府一直都有做好各種預備功夫, 只是不斷被不同意見及不同利益持份者阻撓,令基建及各種設施, 以至土地供應一直落後於形勢,引發今天各種社會問題的出現。但現 在不是去追究誰是誰非的時候,而是要積極追回失地, 解決眼前問題,推卸責任是無補於事的。
5. 其實大家若然客觀冷靜,平心靜氣的分析一下, 香港與三藩市或多倫多兩地的情況,甚為相似,她們都是在「 全球最大經濟體--美國」的一角。 只不過香港就在正快速發展成為,另一個世界最大經濟體的一角, 而香港對大陸的貢獻及影響力,比她們對美國的大得多, 只是港人沒有自信心或受某種情意結影響,不願/ 不想或不能面對現實而已。
6. 多年來不斷為港人忽視或輕視的:-
➊ 泛珠九省區+兩特區[9+2]規劃
➋ 大珠三角九市+兩特區--2008- 2020的大珠三角規劃綱耍(也叫9+2)
➌ 回歸後一直進行的粤港合作框架會議
➍ CEPA 及其後多次的補充協議及03/04年沙士後的團體及個人自遊行
➎ 各種跨境基礎建設,橋、路、關口、火車、高鐵、電力能源等等
➏ 特區內各種基建項目,及提升各式各樣酒店與旅遊/會展設施
➐ 積極提升與上述有關的相應軟件、教育、人材及培訓
➑ 還有「六大產業,十大基建」
種種都不是即興的政績工程,而是在回歸後,部份更是英治時候, 為未來三、四十年的長遠而進行規劃及按步施行。
7. 2005年10月,時任行政長官曾蔭權發表《2005至2006 年度香港行政長官施政報告》, 當中首次建議縮減香港邊境禁區範圍, 旨在將香港邊境禁區縮減至維持公共秩序所需要的最小範圍, 使到居民及其他香港市民可以自由進出開放了的地區。
8. 2006年9月, 保安局和房屋及規劃地政局經過近一年時間研究後, 訂立出新邊境界線禁區範圍,建議將範圍由約2,800公頃縮減至 約800公頃,保留了涉及多個邊境出入境管制站。當時,約70% 邊境禁區屬於政府土地,約30%為私人土地,其中800至900 公頃屬於可以發展平地,包括落馬洲河套區、香園圍、蓮麻坑、 缸瓦甫及沙頭角(一號閘前)等,其餘為濕地、山丘、 鄉村及墳地等。
9. 香港政府經過廣泛諮詢後,於2008年公布將香港邊境禁區的陸地 範圍由原來約2,800公頃,分為三個階段縮逐步縮減至約400 公頃。
